Wondering what happened to Colorado HB 1188 that we discussed so incessantly all winter? After passing the House, the Senate sent it to the Colorado Water Congress for a study (read: delay for a study the state can’t afford and that was already done several years ago—with an inconclusive outcome).

The bill then went back to the House, which voted to send it to a conference committee comprised of both Representatives and Senators in hopes of reaching a compromise. It seems it may now be headed for a ballot initiative and the issue would go to Colorado voters. In the meantime, there is a semi-truce for the summer between the rafting outfitters and the private landowner on the Taylor River that started this conflict.
